Bug Description

There is a change in server side to remove tenant-id from the resource URI from Barbican API. The review for it is at: https://review.openstack.org/#/c/105562/

Once that merges, the current python-barbicanclient will be broken, as it passes tenant-id in the secret/order resource API. Need to update the client such that all resource URI used by client should not specify the tenant-id (a.k.a project-id) in the URI.
