Bug Description

1. install 5.0
2. run upgrade to 5.1

Actual result:
There are a lot of duplicated files in /var/www/nailgun

Expected result:
Duplicated files are hardlinked

We decided that it should be done not in upgrade script, tar-ball itself should has small size, it will be done by make system.

Reason: We decided that we will create smaller tarball by make system, instead of hardlinking in upgrade system.
