Thank you for taking the time to report this bug and helping to make Ubuntu better. Unfortunately, we cannot work on this bug because your description didn't include enough information. You may find it helpful to read "How to report bugs effectively" http://www.chiark.greenend.org.uk/~sgtatham/bugs.html. We'd be grateful if you would then provide a more complete description of the problem.

We have instructions on debugging some types of problems at http://wiki.ubuntu.com/DebuggingProcedures

At a minimum, we need:
1. the specific steps or actions you took that caused you to encounter the problem,
2. the behavior you expected, and
3. the behavior you actually encountered (in as much detail as possible).
Thanks!
4. What icon theme are you using for your desktop. Does changing the icon theme change anything or is it the same in the system tray?

Changed in lxpanel (Ubuntu):
status: New → Incomplete

This is a screenshot of the "undesired" result:

1. The default installation of "lubuntu-desktop" (Ubuntu 14.04.2) looks fine, after that, I downloaded a theme for openbox called "Windows8OB", after applied it, I noticed that the icons kept the previous "transparency".

2. As you can see in the picture, the expected result should be "blue background" for the launch icons (not for the opened applications).

3. After applied the theme using "OpenBox configuration manager", and after restart (the theme don't applies inmediately for the taskbar only for the windows), the icons kept the original color.

4. The icon theme is GNOME, changing the Icon Theme doesn't change the behaviour, as you can see here:

This is not an LXDE bug. Themes must support the background for panels, with colour definitions or using pixmaps. If the first theme worked, Lubuntu-default, it's obvious that your panel is working fine. Does those downloaded themes support newer versions of LXDE?

I guess not, based in what you explained. And after I read your comment, I tested another themes, looks like some of them work and other not. In short (at least in my case) this is not a bug.
