heat-manage command does not have service-list

Bug Description

In Openstack, almost all services provide the xxx-manage service list command to list all the components of that service 'xxx'. Ex: nova-manage service list
cinder-manage service list

In the similar way, heat also should be provided with heat-manage service list.

When we run the heat modules across the nodes, this command will be very useful to identify the modules with its status and node on which, its running.
