Please clarify, what actions did you make and what unpredicted results did you get?

Quantity of Public IP addresses was set equal to quantity of slave nodes , right ?
Please make screenshot if you have seen UI messages during cluster parameters setup. Not all the errors you can see in UI during parameters setup are stored to logs.

You have 4 IPs within this IP range. HA cluster requires 1 VIP + 4 IPs for your 4 nodes.
You should have 5 IPs to be able to deploy HA cluster of 4 nodes.

Is this document somewhere? how user should know that for HA he need one extra ip?

ok I will move it to invalid
