likely a duplicate of bug 1351308 but I'm filing a separate issue because it affects the Wizard.
TEST CASE
1. In the wizard select another language than english
- >verify that the wizrad uses this language
2. proceed withthe wizard and the intro
-> verify the language of the UI
ACTUAL RESULT
Language is English even after a reboot.
