[upgrade] OSTF isn't available after upgrade: Unable to find authentication token in headers

Steps to reproduce:

1. Upgarde Fuel from 5.0.1 to 5.1
2. Go to the 'Health Check' tab in some environment

Expected result:

- health checks can be started

Actual:

- got error message: OSTF server is not available.

OSTF docker container was running, here is the part of OSTF log:

Artem, could you please attach logs because they can have very useful information which will reduce time of debugging in several times?

Maybe you didnot refreshed UI static after upgrade? In such case it can send request without X-Auth-Token

Dima,

thanks, the issue was cause by disabled authorization in Nailgun, but for OSTF it was enabled. I disabled it for OSTF too and Health Checks became available.
