[OSK] Left edge drag area should be below the OSK

with recent changes of unity8 in image 160 and above typing letters that live in the most left column of the keyboard got pretty hard since they are not fully sensitive anymore.

The actual issue here is that we don't have gesture cancellation in place yet.

@ Juoni / design - is it acceptable for the critical nature of this bug to fix with a work around that will create a "design bug"

that is, we can make the osk stay above the launcher. it will solve the key sensitivity.
if not, then this bug i think becomes a duplicate of bug 123690

OK, if it's a choice between the left edge keys not working and not being able to swipe in launcher from bottom left when OSK is on screen, I'd suggest let's have the OSK topmost in the stacking order as an interim fix until the edge input issue has been addressed

This workaround won't be needed as bug 1236290 will deal with this situation.
