REST API should allow router filtering by network_id

Bug Description

There is currently no way to display all routers that are connected to a certain network. This makes it hard for large deployments to figure out which networks are connected to which routers. The proposed change adds this functionality to the REST API, which should also give the end-user the ability to apply this filter using the neutronclient.

This bug is > 180 days without activity. We are unsetting assignee and milestone and setting status to Incomplete in order to allow its expiry in 60 days.
