Steps to reproduce:

1. Upgrade Fuel from 5.0/5.0.1 to 5.1
2. Run 'Create a new OpenStack environment' wizard and select old OS release, go to the 'Network' page
3. 'Neutron with VMware NSX plugin' is available, select it and finish environment creation
4. Open 'Network' tab for created environment: Neutron with NSX is used (see screenshot upgrade_nsx.png)

Also, 'Settings' tab didn't contain NSX parameters and I was able to deploy that cluster: neutron+gre was used for cloud network.
