Bug Description

Please backport python-json-patch 1.3-5 (main) from utopic to precise, trusty.

Reason for the backport:
========================
New package in trusty that is not available in precise and would be useful to have.

Note: To build without modification this needs openstack-pkg-tools. See LP: #1350587
It also build depends on python-json-pointer. See LP: #1350589

Testing:
========
The package is built for precise in ppa:andrewsomething/python-jsonpatch

https://launchpad.net/~andrewsomething/+archive/ubuntu/python-jsonpatch

Its testsuite is run at buildtime.

I'm closing the trusty task since python-json-patch 1.3-5 is just a rebuild and we can backport 1.3-4.
