[Cellular] Dual SIM view still shows radio settings when 'Off' is selected

Bug Description
Currently the Cellular panel shows (on a dual SIM phone) a choice of either 'Off' or one of the available SIMs. When 'Off' is selected, it should be that the radio tech options (2G only vs 3G/4G) are not shown, as they are not applicable. Currently this is not the case.
