ctorrent fails to parse large .torrent files

Bug Description
ctorrent currently limits the .torrent file size to 4MB and fails with the following error on all larger files:
"error, "test.torrent" is really a metainfo file???"
We use ctorrent within our organization to deploy very large VM image files (~70GB) to multiple nodes within the cluster. The 4MB size limitation is too strict for this use-case. The attached patch increases this limit to 16MB (should be applied to ctorrent 1.3.4dnh3.3.2 as found in Ubuntu 14.04).

The attachment "Increase the maximum .torrent file size accepted by ctorrent to 16MB." seems to be a patch. If it isn't, please remove the "patch" flag from the attachment, remove the "patch" tag, and if you are a member of the ~ubuntu-reviewers, unsubscribe the team.
