tabs are no longer "sticky"

Bug Description
I was in the Volume Snapshots tab of the Project Volumes panel, then I refreshed the browser. The Volumes tab became the active tab, instead of the Volume Snapshots tab which was the active tab before the refresh action. I also tried the Project Access & Security panel. I was in the API Access tab. As soon as I refreshed the browser, the Security Groups tab became active.

Also noticed that when you take an action in a tab, it will usually reset the tab to another. Steps to reproduce:
1. Visit Access & Security, Key Pairs
2. Add and remove a key pair
3. Upon removal, notice that you are redirected to the API Access tab
Seems like whenever an action is triggered, you are redirected to the API Access tab.
