tabs are no longer "sticky"

I was in the Volume Snapshots tab of the Project Volumes panel, then I refreshed the browser. The Volumes tab became the active tab, instead of the Volume Snapshots tab which was the active tab before the refresh action. I also tried the Project Access & Security panel. I was in the API Access tab. As soon as I refreshed the browser, the Security Groups tab became active.

Note: This behavior happens after the merge of the Bootstrap changes (https://review.openstack.org/107042).

Also noticed that when you take an action in a tab, it will usually reset the tab to another. Steps to reproduce:
1. Visit Access & Security, Key Pairs
2. Add and remove a key pair
3. Upon removal, notice that you are redirected to the API Access tab
Seems like whenever an action is triggered, you are redirected to the API Access tab.

    Fix tab show/shown handlers for bootstrap v3

    Also remove preventDefault() call from tab 'show' handler -
    with that call it required 2 clicks to switch to a
    lazy-loaded tab.
