Need to refactor running of ostf tests in Ceilometer system tests

Now system tests for Ceilometer run all suites of tests :
# run ostf
        self.fuel_web.run_ostf(
            cluster_id=cluster_id, test_sets=['smoke', 'sanity',
                                              'platform_tests'],
            timeout=5300)

It takes a lot of time, while actually we need to run only specific tests, ceilometer ostf tests.

    Refactor Ceilometer system tests

    Fix running of OSTF tests in Ceilometer system tests.
    Now only Ceilometer osft-tests will run.
