Wrong check for quota usage on instances

The quota check was accidentally modified, by a recent commit:

I guess it was probably intended for a test only but went through the review.

    Fixed wrong quota check for instance launch

    The quota check for instance launch was accidentally
    modified by a recent commit. This fixes the correct behaviour.
