Concurrency issue with agent MQ creation

When environment contains multiple instances which are created in concurrent mode (via pselect) and VM creation process finishes before agent code creates a new agent queue in MQ, agent on VM will not start with traceback - can't connect to a queue.

    Fix the concurrency issue agent queue creation and VM agent

    This fix moves queue creation code to initialize section in order to
    have a queue created before Murano agent on the spawned VM will try to use it.
