1. Deploy any simple cluster
2. After deployment open Health Check tab
3. Run 'Check stack autoscaling' test

Expected - test is skipped (the same like it's done for tests with volume when we have no storage node)
Actual - test is failed

This problem affect not only heat test: same is here: https://github.com/stackforge/fuel-ostf/blob/master/fuel_health/tests/platform_tests/test_platform_savanna.py#L54

Fix for this bug will fix both tests.

Skip ostf tests if available image is absent

    Need to skip heat "test_autoscaling" platform test and sahara
    "test_platform_savanna" test if available images are absent.
    (Now tests are fail in these cases.)
