a description of /etc/xinetd.d/rsync is wrong in installation guide for rhel

Bug Description

In Japanese version of the installation guide, there is a wrong description for /etc/xinetd.d/rsync.

Wrong configuration is :
disable = false

Correct configuration is :
disable = no

The rsync command doesn't run correctly with the wrong configuration

OPENSTACK INSTLATION GUIDE FOR RED HAT ENTERPRISE LINUX, CENTOS, AND FEDORA - ICEHOUSE (Japanese version)
  => 10. Add Object Storage
    => 5. Edit the following line in /etc/xinetd.d/rsync:

This is correct in the Japanese version that is available from docs.openstack.org:

Followup comment.

The site http://openstack-ja.github.io/openstack-manuals/ exists from the historical reason. It was originally prepared to check and publish Japanese translations by Japanese OpenStack Users Group volunteers before http://docs.openstack.org/ja/ is created. Now Japanese team is working with OpenStack documentation team and all new documents will be available at docs.openstack.org.

Some contents of openstack-ja.github.io/openstack-manuals/ were out-of-date by accident due to failures of the updating script.
I deleted the old documents and updated the top page to refer to the OpenStack official document site.
