This bug had nothing to do with tempest. The devstack error, is:

This is a connection issue when pip is trying to connect to the mirror. I would move this bug to openstack-ci, because it looks like a transient network issue. However, it may just be a duplicate of: https://bugs.launchpad.net/openstack-ci/+bug/1326813 or https://bugs.launchpad.net/openstack-ci/+bug/1270710 just with a different message.
