MTP should not respond to new connection requests if the screen is locked

Bug Description

Ubuntu Touch will soon have/now has the ability to set a PIN/password for the user. If the password is set and the screen is locked, MTP should not respond to new connection requests per Phone Delivery requirements. This is needed for RTM.

The fix is in the archive; but hasn't yet been included in a touch image.
