synchronization of power_state stop vm incorrently

Bug Description

When vm in the hypeviisor core down, nova-compute modify power_state and vm_state. Maybe administrator fix the hypervisor problem, and vm start correctly. But synchronization of power_state will stop vm when finding vm is running and vm_state is stopped.

In my opinion, the synchronization can keep user from enjoying service when user does not pay fee. However, it cause vm stopped incorrently.

Reason: This isn't being worked on and wouldn't be acceptable as is anyway.

The bug report should be updated with which release you're on, which driver you're using, what the details of the scenario are and what happens.

You can disable the periodic task if you want, otherwise propose a change to make it configurable if you don't want to disable the task but you don't want it to automatically stop instances when the hypervisor says they are stopped (not sure why you'd want to change that).
