trying to set the default quota doesn't work on 2014.1.1:

root@ng:~# nova quota-class-update --instances 15 default
ERROR: Not found (HTTP 404)

I believe this is a known regression that occurred in Icehouse and work has since been done to fix it in Juno which was backported to Icehouse. See discussion here:

Please update your packages and if this does not work, report it to the nova project. This is not a documentation bug.
