Bug Description
Steps to repro:
1. create cluster using heat engine with stack template that heat can't delete (the most tricky part)
2. delete Sahara cluster
Expected behavior: Heat can't delete stack, Sahara reports about that and moves cluster to error state
Observed behavior: Sahara deleted cluster, Heat stack moved to DELETE_FAILED state, all resources are still in the system
