camera-app won't start if ubuntu-location-service not running

Bug Description

the camera-app fails to launch if the location-service isn't running or crashes. It should start and function correctly (without location option) if the location service is not available.

To test:
sudo stop ubuntu-location-service
launch camera-app

it never starts

This appears in log:
QFileSystemWatcher::removePaths: list is empty
Error creating session for high accuracy: virtual com::ubuntu::location::service::session::Interface::Ptr com::ubuntu::location::service::Stub::create_session_for_criteria(const com::ubuntu::location::Criteria&): org.freedesktop.DBus.Error.ServiceUnknown: The name com.ubuntu.location.Service was not provided by any .service files

Does not seem like a Camera App bug but rather a qtubuntu-location or wherever the Ubuntu glue for QtPositioning is.

lp:~thomas-voss/platform-api/fix-1338610 installed from silo-001 seems to fix the problem Bill's reporting here: after stopping the location service, I'm still able to start the camera app now.
