Bug Description
When using the Nova API convenience methods to create instances in openstack-dashboard projects, you can't set metadata because the metadata option isn't passed through to python-novaclient.

Add metadata option to Nova Create API Wrapper
The Nova Create API Wrapper doesn't pass through
the metadata variable, requring any dashboards
that spin up VMs with metadata to use the python
libraries directly.
