Swap XLF resolution to be intended resolution rather than designer resolution

Bug Description

What if we reversed this approach in the designer, so that the designer width/height was NOT the width and height stored on the XLF - instead the actual intended width and height are stored on the XLF and the designer scales out (zooms out) for the design process.

This would mean that the client does far less zooming which would make images in HTML content scale more sensibly, improve the scrolling speed situation (content wont be zoomed) and level out the issues we have with applying the zoom across browsers (or rather move the problem into the designer end, which is far more likely to be running a newer browser).
