Bug Description
This is interesting. Using the Normal engine, the mono plugin does not work in the following cases:
- If it is enabled when Exaile starts, it won't work
- If it is enabled/disabled while a track is playing, the running track won't be affected (this may be intentional?)
However, if you enable it after Exaile starts, it will work just fine. Very curious. I suspect it has to do with the recent audio changes.

Fixed in r4560. However, this brings up a separate issue. The rglimiter and mono plugins apparently cannot be chained together. Will file separate bug for that.
