Containers with unicode names can't switch from private to public

In Horizon's containers' tab, create a container with the name "Cédric:" and the container access to private. After creating the Access is set to private. When clicking on More -> Make Public, Horizon returns a success message, but the access remains private.

    Fix an encoding exception when creating a public_url

    When using urlparse.quote, the string needs to be utf8 encoded,
    or an exception is thrown.
