[ui] Change UI descriptions for Mellanox Features

Change the text descriptions of Mellanox neutron components and iSER to match restrictions

Number of virtual NICs [____] Note that one virtual function will be reserved to the storage network, in case of choosing iSER

Mellanox drivers and plugins disabled:
“If selected , Mellanox drivers, Neutron and Cinder plugin will not be installed”

Install only Mellanox drivers:
" If selected , Mellanox Ethernet drivers will be installed to support networking over Mellanox NIC. Mellanox Neutron plugin will not be installed."

Install Mellanox drivers and plugins:
If selected, both Mellanox Ethernet drivers and Mellanox network acceleration (Neutron) plugin will be installed.

Install iSER:
"High performance block storage: Cinder volumes over iSER protocol (iSCSI over RDMA). This feature requires SR-IOV capabilities in the NIC, and will use a dedicated virtual function for the storage network."

    Change UI descriptions of Mellanox components

    This commit include changes for Mellanox UI:
      1. Change UI descriptions to better explain restrictions.
      2. Move number of virtual NICs beneath Mellanox SR-IOV
         plugin.
      3. Add opposite restrictions to openstack.yaml.
