[tribe 5] update and restricted driver notifications display on wrong side

Bug Description
After a fresh install of Tribe 5 (alternate i386) the restricted drivers manager and update notification bubbles popped up. These were both directly under the Applications menu vs underneath their respective icons in the notification tray (yes, those icons are present).
