[mos] storage node missing qemu-img on ubuntu

Bug Description

when tries to create volume from image on ubuntu we see the following error in
/var/log/cinder/cinder-volume.log
error: Image 75cf9716-b7eb-4c5c-b9fd-bf92587b91a0 is unacceptable: qemu-img is not installed and image is of type qcow2. Only RAW images can be used if qemu-img is not installed.

It seem that qemu-utils package in missing from the storage node. (qemu-utils package contains qemu-img )
