Please sync libchipcard 5.0.3beta-5 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Use dh-autoreconf to get new libtool macros for ppc64el and update
    config.{sub,guess} for new arches.
  * Fix clean target in debian/rules.
