get English(US) even though I have selected English(UK) for keyboard setting

Bug Description

I have set English(UK) for keyboard settings. Even though I have removed English(US) from settings when I first use the terrminal or gedit it gives US setting. I have to click on English(UK) ( even though it is selected) in the menu at top of screen to get Englsih (UK) every time I boot up. I have ubuntu 14,4

Happens to me intermitttently on this laptop but not on my desktop, both using Ubuntu 14.04. My guess is that it's only happening after change of Linux kernel. headers on Software Update. Even though keyboard is shown as English (UK) (using keyboard 'icon' on top right of screen), keyboard has become US one (e.g. swapping of @ and " keys). Workaround is to select English (UK) when it corrects itself back to UK!
