LB unit test error in stable/havana

When I merge code https://review.openstack.org/#/c/107731/ ,
I get the following LB unit test error in stable/havana

Same patch works for stable/icehouse and trunk.

But in stable/havana, it get the error.
BTW in my local environment, when I run "run_tests.sh", this case is also OK. But in gate-neutron-python26 and gate-neutron-python27 it get this error...
