C:/Juju/lib/juju/nonce.txt does not exist, bootstrap failed in win

Now that the win client can be built, we can see that it cannot be used to bootstrap:

I'm taking a stab at a temporary workaround. The real fix will come when gsamfira lands his WIP for Windows support.
