Automatically tag a bug submitted via the "report a bug" link in html manuals

Many guides have their own tag in the openstack-manuals project. The "Report a bug" link found in the HTML manuals already automatically fills in information such as the chapter, url, and source url. Have it also automatically add to the bug the tag associated with the manual. For example, using the report a bug link on the security guide would automatically tag the bug with sec-guide.

    "Report a bug" link in HTML manuals automatically fills in bug's tag

    The "Report a bug" link in the HTML manuals populate information about the page.
    Since manuals within openstack-manuals project have their own tag within
    launchpad, this patch automatically tags the bug using a tag defined in conf.py.
