ntp server field requires an ip address

Bug Description

Steps to reproduce with maas package 1.6+bzr2367+2559+285~ppa0~ubuntu14.10.1

1. Go the main settings page for your MAAS server (e.g. http://192.168.122.101/MAAS/settings/)
2. Set up the proxy and/or upstream DNS fields (e.g. Proxy: http://10.98.3.6:3128 DNS: 10.98.3.6)
3. Do not change the default ntp address (e.g. ntp.ubuntu.com)
4. Click Save

What happens:

The ntp address is highlighted with a red error message: "Enter a valid IPv4 or IPv6 address."

What should happen:

The changes to proxy and upstream are accepted and no error is displayed.
