Functional test on api wouldn't work if is launched on CentOS

Steps to reproduce:
1. Install murano on CentOS
2. launch murano functional api tests

Actual result:
We get error:
AttributeError: 'super' object has no attribute 'setUpClass'

    Functional api tests based on tempest and would be right
    to inherit from tempest base test class
