Connectiong to bluetooth headphones activates them on maximum level without user's interaction

Bug Description
When connecting to a bluetooth headset it is immediately being used on the maximum sound level – very very loud.
When checking the volume settings, it is not even activated, the onboard sound stays selected.
One needs to select the bluetooth headset for audio output, and change the volume to any level, to keep the headphone from playing music at maximum.
It seems that by design audio output is meant to start on the headphones on user activation, not on connect.
