It is really bad idea to have binary unchangeable data and we try to avoid it everywhere where possible. Please copy our fuel-main/bootstrap/ code and add one more targed, for example 'bootstrap-mlnx'. Also you wll need to update kickstart and manifests for creation of bootstrap-mlnx system in cobbler.

no it is only loaded when you have mellanox hardware
