take mlnx test VM rpm and deb

add mlnx test VM rpm and deb

Please add the following test vm packages to the fuel repo:
1. cirros-testvm-mellanox_0.3.2-1_amd64.deb ( cirros-mellanox_debian-control-files.tar.gz debain folder)
2. cirros-testvm-mellanox-0.3.2-1.el6.x86_64.rpm ( src rpm 3. cirros-testvm-mellanox-0.3.2-1.el6.src.rpm)
