Can't change hypervisor after enabling Ceph options

1. Create env with default settings.
2. Check hypervisor radio group: QEMU/KVM options are available as expected.
3. Activate any Ceph (Storage) setting.
4. Check hypervisor radio group: QEMU/KVM options are disabled and it's impossible to change hypervisor. The workaround is to uncheck Ceph settings.

    * enhancement of dependent setting processing
    * fix for toggleable group disabled state calculation
    * metadata section of toggleable setting group is considered as a common setting structure
