Bug Description
On my 14.04 laptop, the local provider from trunk does not create all-machines.log. I suspect, but have not confirmed, the recent changes to file permissions.

My apologies. You are correct, this was a regression introduced by the changes in file-permissions. The fix was to change the owner of the local machine logs (machine-x.log) to syslog:syslog. I suspect that rsyslog could no long read these and thus could not sync.
