As we discussed via email, pretty sure what you were hitting was the urfkill saved_states bug #1321627. A fix was released last Friday, so you should be able to flash a fresh image ( using --wipe ) and things should return to normal. The important thing is making sure that the soft flag in /var/lib/ urfkill/ saved-states for WWAN is only ever true when Flight Mode is enabled.
If you updates or flash without wipe, and the soft flag is still true, you may need to stop urfkill, update the file, and then start it.
