L3 Agent should advertise the right RPC version

Bug Description

When looking at the following:

- https://github.com/openstack/neutron/blob/master/neutron/agent/l3_agent.py#L66
https://github.com/openstack/neutron/blob/master/neutron/agent/l3_agent.py#L216

It looks like the L3 Agent does not advertises the right supported RPC version, and instead only uses BASE_RPC_API_VERSION.

Unless I am completely off here, this should be fixed.

Reason: I'd rather not add more churn on the L3 agent at this point. If this comes back to haunt me (if at all), I'll fix it then.
