Please move h264enc to multiverse

It looks like we're going to have to remove mencoder from utopic, since it doesn't work with libav 10 (see http://bugs.debian.org/732159). Could h264enc perhaps use something like avconv for its encoding needs instead?

In the meantime, I'm moving this to utopic-proposed and blocking it from utopic by way of this bug.

Should the block-proposed tag be removed now that mencoder is back in Ubuntu?

I see on http://people.canonical.com/~ubuntu-archive/proposed-migration/yakkety/update_excuses.html

that h264enc depends on faac which is in multiverse so should this package also be demoted to multiverse?
