Inconsistent behavior with FOS version check for BCZM

Bug Description
When I try attaching 3PAR FC volume to an instance with multiple switch and pre-zoning ,attach volume fails with error “Make sure switch is running firmware v6.4 or higher to caller” occasionally
Step to reproduce:
1. Clear all configurations from switch .(use cfgclear and thn cfgsave)
2. Create zone with one initiator and one target and save the configuration.
3. Configure Brocade zone manager.
4. Create 3PAR FC volume
5. Attach volume to instance
Observation:
Attachment fails with error “Failed adding connection for fabric=None: Error:Failed to get SAN context Unsupported firmware on switch xx.xx.xx.xx . Make sure switch is running firmware v6.4 or higher” .Even though switch FOS version was v7.0.0
