unity doesn't remember scaling factor (text, menu, titlebar)

Bug Description

Please find attached a screenshot of the "ideal" scaling factor requiity red for my HiDPI laptop screen to be useable.

In the Displays, setting I've set menu and titlebars to be scaled by 1.75 to get large enough buttons.
In the Ubuntu-Tweak-Tool, I've set the text scaling factor to 1.2 to make application menu fonts readable.

Unity seems to forget these and uses some random values after a restart.

I've attached another screenshot which shows how the settings get forgotten and we revert back to unreadable displays.
