Steps to reproduce:
1. Create environment
2. During provisioning/deployment execute:

#fuel health --env 1 --check sanity

Expected result:
command should be inaccessible during provisioning/deployment

Actual result :
command is accessible on provisioning/deployment

    Checking cluster status before actions

    * add checking if cluster is operational or error state
      when calling an action to run OSTF tests through fuelclient
    * add checking of cluster status when running network
      verification in nailgun
